Speech server (スピーチ)

You need to be added to the Google Cloud API project to get credentials.

To deploy, run ./deploy.sh
On dev, run sudo service speech-app restart

To test with speech:
python speech.py [WAV/pick-some-file.wav] 16000 [dev/local] mp3
