Adds syntax highlighting to TODO, FIXME, CHANGED, XXX, IDEA, HACK, NOTE, REVIEW, NB, BUG, QUESTION, COMBAK, TEMP, DEBUG, OPTIMIZE, and WARNING in comments
and text in Atom.

Originally converted from the TODO TextMate bundle.
